- OSAKA SEALING PRINTING CO., LTD.
- press release
OSAKA SEALING PRINTING CO., LTD. (Head office: Tennoji-ku, Osaka City; President: Matsuguchi Tadashi), a member of the OSP Group, will begin relaunching its "Evacuation Shelter Construction Sticker Set" on August 18, 2025.
This product is a convenient sticker set that allows you to accurately and clearly display the necessary information to ensure a safe and smooth life in an evacuation shelter. Since its release in 2016, it has been continuously improved to meet the needs of the field, and this is the third renewal, with Ver. 4 now complete. The number of stickers has been increased from 11 in Ver. 3 to 18, improving convenience and visibility, while reducing costs through a complete review of the specifications and set items. This upgraded version is easier to use, understand, and affordably priced.

■ Issues faced by those who set up evacuation shelters and those who use them
Japan is a country prone to disasters, including earthquakes, tsunamis, volcanoes, heavy rain, typhoons, landslides, and snow damage. As the number of disasters is on the rise, not only local governments but also businesses and individuals are becoming more aware of stockpiling water, food, and other emergency supplies. Since it's impossible to know when, where, or who will be affected, it's important to evacuate to a safe place in the event of an emergency. However, evacuees can face challenges in unfamiliar environments, such as not knowing where things are, which can cause inconvenience and anxiety. Amid the chaos, those setting up evacuation shelters must also set them up quickly.
What this product can solve
The idea for this product came from the developer watching television coverage of the areas affected by the Great East Japan Earthquake in 2011 and wondering, "Couldn't we use stickers to help out in the chaotic evacuation centers?" The stickers can be set up quickly and easily by simply sticking them on, reducing the work involved in setting them up. For users, the stickers clearly indicate the location, reducing anxiety and inconvenience and, in some cases, helping to avoid danger.
■Benefits for local governments and companies that implement the system: Cost reduction
Since its release, many local governments and companies have acknowledged the necessity of this product and have introduced it. With disasters occurring frequently across Japan, we have thoroughly reviewed the specifications, set items, number of stickers, size, etc. to make it easier to install in facilities where large numbers of people gather, and have reduced costs. We have increased the number of sticker varieties, improving the product's convenience and visibility, while setting it at an affordable price.
As an example of the change, the previous guide stickers had location and four direction arrows integrated into one sticker, as shown on the right, and the one arrow for the direction to be used was left alone, while the other three arrows were cut along the perforations and discarded.By separating the location and arrow stickers and changing to a design that allows them to be combined as needed, the cutting work is no longer required, and the reduction in waste has led to cost reductions.
Specification changes | Eliminate waste and improve costs |
Set item change | Reconsidering frequency of use and actual situation, we removed glow-in-the-dark stickers and oil-based pens from the set. |
Change quantity | Change the number of stickers to the appropriate number depending on the location (e.g., reception stickers from 5 to 1) |
Resize | Change the size while ensuring visibility (e.g., reduce the width of the roll sticker by 8 mm) |

■Benefits for those setting up evacuation shelters: Improved convenience
Previously, there were four types of guide stickers indicating locations: reception, garbage disposal area, restroom, and blank. This has been expanded to 12 types, anticipating the diverse uses of evacuation shelters. For example, as gender-neutrality gains attention due to social diversification, the new system separates restrooms and changing rooms for men and women, taking into consideration the safety and security of those using the evacuation shelter space. Furthermore, by dividing the areas into smaller sections, it also helps organizers realize the need for separate sections. Compared to the previous product, the new system slims down the outer box by 84% (25cm x 25cm x 6cm) and reduces the weight by 70% (1.05kg), making it easier to store and transport.
Subdividing the explicit | ・Toilets and changing rooms are separated into men's and women's sections to avoid trouble. - Added first aid room, nursing room, shower room, warehouse and equipment - Two types of blanks have been added so that they can be individually created according to the situation at the evacuation shelter. |
Work reduction | The location guide and four-way arrows were integrated, but the guide and arrows were changed to separate specifications, reducing the effort required for cutting. |

■Benefits for those using evacuation shelters: Improved visibility and safety
We envision that evacuation shelters will be used by a diverse range of people, including the elderly, foreigners, and people with color vision deficiencies, and have devised ways to communicate correctly using colors, text, and icons. It is said that color in a space has a calming effect. To help evacuees relax even a little, we have taken into consideration the meaning of each color and, as an effort to make communication even easier to understand, have also used pictograms on guide stickers to visually express the location. While the colors of the guide stickers symbolize the location, we also placed emphasis on making them easy to identify for people with color vision deficiencies.
Color vision variability | The colour of the guide stickers has been selected so that people with colour vision deficiency can easily distinguish them. |
multilingual | Display in four languages: Japanese, English, Chinese, and Korean |
Seal Area | Due to changes in the specifications of the guide stickers, the display area has been increased by 33 mm compared to the previous version. |
font | A font with excellent readability, visibility, and distinctiveness, designed to prevent misreading |
Pictogram | The location is easy to understand at a glance, and the combination of text, color, and pictograms makes it easy to recall the location. |
